Cody Burgin

Director of Operations

Cody’s role consists of overseeing all day to day to operations. He has worked in the civil construction industry for over 20 years in and around the Houston Area.

He is serving his 3rd  year on the HCA Board of Directors and will be the President of the HCA in the coming year. He values the HCA’s role in assisting contractors to create beneficial accomplishments for both their businesses and the Greater Houston Area as a whole.

During his tenure with the HCA, I have served on the following:

  • C.A. Golf Committee,
  • C.A. Clay Shoot Committee,
  • C.A BBQ Committee and
  • C.A. Employee Development Program.

The H.CA.’s Employee Development Program has allowed me to meet and mentor with high school students. It’s a program to prepare them for entering the work force, as well as discuss their opportunities in civil construction. In his early years, his grandfather and uncles mentored him. This program allows him the privilege to do the same for others. The relationships he has built with these students and the numerous other benefits of HCA involvement are what have prompted him to accept the nomination for Vice President which will lead to President.He believes in serving his community. He is currently serving on the:

  • Board of Directors for the Fort Bend Chamber of Commerce,
  • Life Member of Houston Livestock Show and Rodeo and
  • Captain of The Ranching Wildlife Committee.  

His has been married to his wife, Fayth, for 18 years. He lives in Richmond, Texas with his sons, Tyler, age 24 and Cayleb, age 15.

Chase Barker

Partner & General Counsel

Chase started his professional career working as a legislative aide in the 82nd and 83rd Legislative Sessions at the Texas State Capitol.

After working in state government, he decided to attend South Texas College of Law in Houston to better understand the mechanics of the law. After graduation, he worked as an Assistant District Attorney where he gained valuable first chair litigation experience and a better understanding of how public policy is carried out and the impact it has on a community.

Prior to rejoining the family firm, he handled construction related defect, personal injury, and delay cases for Pipkin Ferguson, PLLC.

His broad knowledge working in federal, state, and county government provide him with the problem-solving skills to tackle any regulatory, permitting, or government related issue that may arise.

Chase was born and raised north of Houston and grew up on Lake Conroe. He spent summers and holidays working for the family business which is heavily involved in the construction of infrastructure projects around the Greater Houston area.

In his free time he enjoys traveling, family and friends, and staying active outdoors.

Cody Barker

Cody has extensive knowledge in utility sitework construction services (every aspect of construction that needs to happen before the vertical structure is installed).

He has seen it all. He was in the trenches as a young man working on crews and more recently in the boardroom as the head of Construction Phase Services at EHRA Engineering.

He has a Master’s of Business Administration (MBA) from the University of Chicago Booth School of Business where he focused on Analytical Finance and Strategic Management. His extensive studies in finance at Booth has contributed to his global understanding of what developers and business owners are faced with from a financing perspective and the importance of speed when it comes to getting utilities installed so vertical construction can begin.

Cody is committed to responsiveness with his clients and timely execution of all of his projects.

During time off, he likes to stay active and spend time with his young growing family.

Sherry Barker

President

Sherry has a strong pulse on the utility subdivision market in the Greater Houston Area. She has been an integral part of CE Barker since its inception in 1996. Every aspect of the day to day work performed at CE Barker is handled by Sherry with such diligence and care. From the interactions with foreman, that have been with CE Barker for decades-plus, to the high-level resource allocation of equipment, labor, and materials; she is consistently executing to make sure her clients receive on-time and on-budget construction services.

She served as the President of the Houston Contractor’s Association in 2015 which represents the interests of the civil construction community in the greater Houston area and continues to be involved with the Board in advocating for a strong and healthy infrastructure here in Houston.

Sherry is passionate about hard work and family. If she isn’t at work, she is spending time with her grandchildren trying to instill in them the strong values that were instilled in her.
